ORDER:
The following Notification shall be published in the next issue of Official Gazette:
NOTIFICATION
Whereas the Government of India vide its Gazette Notification No.GSR 221 (E)
(dated March 28, 200 1), S.O. 814(E) (dated August 22, 2001 ), S.O. 938(E) (dated September 24, 2001), S.O. 1041(E) (dated October 16, 2001) and S.O. 499 (E) (dated May 9. 2002) has made it mandatory that all motor vehicles in India shall be affixed with High Security Registration Plates (HSRP) within a stipulated time frame. The Government has decided to implement the provisions of the said notifications by inviting
private participation to carry out the various functions relating to manufacture, distribution, sale and affixation of HSRP in the Union territory of Puducherry.
2) And whereas this Administration had accordingly proposed to introduce High Security Registration Plates in all the four regions of the Union territory of Puducherry
and for the said purpose, the Lieutenant-Governor, Puducherry was pleased to approve and constitute the Tender Committee vide reference (2) cited above to select eligible Bidder for manufacture and supply of High Security Registration Plates as per the statutory prescriptions.
3) And whereas the Scope of work includes establishing and creating complete infrastructure to manufacture and to provide/fix High Security Registration Plate to all
the vehicles in the Union territory in conformity with technical parameters contemplated
in the aforesaid Notification. The work shall be carried out in accordance with the specifications detailed in the Bid Documents.
4) And whereas the appointment of the manufacturer shall be for the whole Union territory of Puducherry, and hence the bid is invited for the Union territory Of puducherry inclusive of the outlying regions of Karaikal, Mahe and Yanam.

5) And whereas the Government had accordingly invited Bids for selecting the success bidder by its Notice inviting Bids dated 4-1 -2012 (the Bid Notice) interalia to assemble, establish, procure technology, design, develop, produce, emboss, affix, distribute and create complete infrastructure for the implementation of the HSRP projecti n the Union territory of Puducherry in conformity with the technical parameters. contemplated in the Government Notification. The successful bidder would therefore be required to setup, install, operate and establish complete infrastructure in all respects as per the conditions prescribed in the said Bid Documents (hereinafter referred to as the Project) on Build Own Operate (BOO) basis subj ect to and as per terms and conditions contained in the Bid Documents.

6) And whereas after completing the pre-qualification evaluation, the technical evaluation of the bids and finally the evaluation of the financial bid of all the qualified bidders and on the recommendations of the Tender Committee, the Government awarded the contract for manufacture and supply of High Security Registration Plates in the Union·· territory of Puducherry to M/s.Promuk Hoffmann International Pvt. Ltd., No. 6-3-649/5, 2nd Floor, Chakkitam House, Somajiguda, Hyclerabad-500 082 as the successful bidder subject to the fulfillment of bid terms and awarded the contract for manufacture and supply of High Security Registration Plates in the Union territory of Puducherry to the
said finn.
7) And whereas the Government hereby designates the following Affixing Stations as Registration Premises for the above purpose in all the four regions of the Union
territory of Puducherry:
(i) For Puducherry region : Office of the Transport Commissioner,
Transport Department, Puducherry.
(ii) For Karaikal district : Office of the Regional Transport Officer,
Karaikal District.
(iii) For Mahe region : Office of the Motor Vehicles Inspector, Mahe.
(iv) For Yanam region : Office of the Motor Vehicles Inspector, Y anam.
8) For the purpose of affixing High Security Registration Plates, the owners of the motor vehicles will be charged at the following rates (local taxes are extra) according tothe class of vehicles:
(i) At the time of initial affixing of H.S.R.P.: SI.No. Hem Unit
I. Complete set of Registration Plates inclusive of Snap Lock
and fixing for 2 wheelers – Scooters, Mopeds & Motor Cycles
2. Complete set of Registration Plates inclusive of Snap Lock,
3rd Registration Plate and fixing for 3 wheelers (passenger &
_goods) and invalid carriages.
3. Complete set of Registration Plates inclusive of Snap Lock,
3rd Registration Plate and fixing for Light Motor
Vehicles/Passengers Cars.
4. Complete set of Registration Plates inclusive of Snap Lock,
3rd Registration Plate and fixing for “t\.Medium Commercial
Vehicles I Trailer I Combination
