Pending installation of high security no. plates as contract ends
Panaji: In a recent encounter, traffic officials in Porvorim flagged down a senior citizen for the absence of a high security registration plate (HSRP) on his four-wheeler vehicle. However, efforts to rectify the situation have hit a roadblock since the contract with HSRP contractor expired in October 2023.
To date, only approximately 3.5 lakh vehicles have been equipped with HSRPs, leaving a significant portion yet to comply.
“We had given people ample opportunity over a period of five years to complete the fitments. We will take a decision whether to continue the contract or not,” transport director, Pravimal Abhishek, told TOI.
The initiative to install HSRPs began in 2019, with each regional transport office (RTO) housing an HSRP desk staffed with dedicated personnel to facilitate appointments for citizens. Fitment centres were established in select talukas wherein vehicle owners could get the HSRP installed at the corresponding fitment centre.
However, disruptions caused by the Covid-19 pandemic impeded progress, as individuals deferred scheduled fitments. For appointments, citizens were then given the option of online booking via the contractor’s website following which the fitments were slowed down to cater to one vehicle owner at a time to ensure social distancing.
However, the momentum of fitments had lost pace and despite several appeals by the transport department to complete fitments, there was poor response from citizens. Consequently, the contractor concluded in October 2023.
Ever since their contract ended, they have been asking for their security deposit back. They don’t seem keen on extending the contract,” a senior transport official told TOI. Under typical contract terms, a security deposit is held by the department, serving as recourse if fitments fail. However, if the contractor fails to rectify issues, funds from the deposit are utilised. To streamline the fitment process, the transport department is exploring avenues for vehicle owners to approach their respective dealers for fitment.
We are trying to start a system wherein the vehicle owners who have not fitted the HSRP can go to their own dealer to get the fitment done. In the meantime, vehicle owners can also apply for HSRP through SIAM,” the senior transport official said.
The Society of Indian Automobile Manufacturers (SIAM) hosts an online platform for HSRP applications, simplifying the process for owners. To apply for an HSRP number plate, vehicle owners need to provide essential details such as vehicle registration number, chassis number, and engine number.
